This article was published as part of the “Mühimme Book No. 62 (h.995-996/m.1587-1588) Transcription and Evaluation (1-134)” according to the unpublished master's thesis, Istanbul's provisions on provisionism and prohibited goods have been prepared on the basis of. The article consists of two parts, in the first part the provision of a necessary substance to Istanbul is discussed, and in the second part the topic of prohibited goods is discussed. The purpose of this study is to reveal what kind of ways the Ottomans followed in 1587-1588 while providing provisionism to Istanbul. The Ottoman Empire followed the market very strictly in terms of supplying the products needed within the country. The creation of a regular organization for the provision of basic consumer goods in accordance with the system of provisionism has been one of the main issues of the state. Within the framework of this organization, the remaining part of the products after the needs of the production zone have been met has been allocated primarily for the consumption of the palace, the army and Istanbul. Again, the state has also prohibited merchants from illegally selling a number of valuable substances called prohibited goods to the outside for the purpose of obtaining high profits. Those who did not comply with these prohibitions were identified and severely punished as a result of the inspections.
