Study DesignA key informant in each of 43 states was interviewed between Sept. 29, 1999, and Jan. 31, 2000. Of the seven state:; excluded, there were three that responded to initial calls but had no information to share (New Jersey, South Carolina and Tennessee), three in which a contact could not be established (Nevada, Florida and Utah) and one that did not respond (Delaware). The initial contact in all states was the director of the State Office of Rural Health. A set of eight open-response questions, with appropriate probes, was used to solicit information. In the course of the initial interviews, additional contacts were solicited to gather follow-up information, resulting in 18 follow-up interviews. The additional contacts were from hospital associations, university research centers, regional hospitals, health networks and medical associations. Questions were asked about the following topics: 1) current enrollment in M+ C plans; 2) activities by doctors or hospitals to prepare for Medicare managed care; 3) attitudes of rural providers toward managed care; 4) technical assistance being provided to local groups by the state or by consultants from outside the state; 5) particular grant programs that have provided resources to assist providers in preparing for managed care; 6) developments in managed care other than the Medicare program; and 7) predictions for the future.Oregon and Pennsylvania to learn more about the activities of local managed care plans. Some of the information from those visits is incorporated into this article, although the visits focused on the management of plans, rather than on whether or not there would be plans in those areas.
