There are two overwhelming tasks for ecological civilization construction in China, i.e., optimizing the national spatial development pattern and strengthening the protection of natural ecological system and environment. Meanwhile, with the introduction of new-type urbanization planning, urban-rural construction will result in even greater environmental impacts in the future. From the perspective of ecological civilization construction, this paper elaborates the connotations of"three boundaries and four areas"in land use planning, and environmental function zoning and ecological red line in environmental protection planning. Then, how to interlink the"three boundaries and four areas" with environmental function zoning is analyzed based on the evaluation of environmental carrying capacity. According to the division of ecological red line, fine adjustment of"three boundaries and four areas"is finally discussed. This study may provide useful reference for the formation of land use planning and environmental protection planning, and the effective interlinking in the process of implementing these two plans.
