Across the U.S., urban school districts are in a deepening state of crisis. Problems of academic failure, financial debt, and enrollment loss have been reported in many of the nation’s largest cities, including Buffalo, Chicago, St. Louis, Washington, DC, Newark, and Philadelphia. Such problems prompted Education Secretary Arne Duncan to label the Detroit Public Schools a “national disgrace,” and Kansas City’s schools as “among the worst in the nation.”2
