From 2006, under the auspices of the Ford Foundation, the Centre for Rural Environmental and Social Studies of the Institute of Sociology at the Chinese Academy of Social Sciences has worked with the Women's Federations of Chifeng City and Hexigten Banner, with the support of local governments, to seek ways to protect the grasslands and develop sustainable systems for their use. At the same time, they have sought ways to help villagers increase incomes and become more adaptable to market forces by establishing a consultation mechanism between the villagers (as a community) and policy makers. This case study was conducted in Pifang Village, which is grouped under Yongsheng Village in Jingpeng Township, Hexigten Banner, Chifeng City. After three years, the improvement in Pifang's grassland environment is observable. Vegetation in the seriously-degraded areas is recovering, and the livelihoods of the villagers have reached a more sustainable level. A report by the grassland management authorities has also concluded that the quality of Pifang's grasslands has noticeably imp roved. Data from the grassland management bureau, which shows that vegetation on Pifang's lands is of better quality than the same species grown on control plots is also provided.
