Heavy-duty vehicles (HDVs) account for 30% of on-road CO₂ emissions in the European Union. This report examines trends over the past decade in freight movement, HDV sales, and fuel consumption to serve as a basis for emission mitigation policy discussions. It focuses on the two largest HDV sales categories in the EU, tractor trailers and rigid trucks. A comparison with US HDV fleets is included and covers sales shares, manufacturer market shares, new vehicle characteristics, and fuel consumption. It is determined that while US HDV efficiency is projected to improve annually, the efficiency of EU HDVs is projected to remain flat while CO₂ emissions grow. The report concludes with policy recommendations.
