The influx of foreign workers which began in the early 1980s with the arrival of female workers from Asia, increased greatly in the late 1980s. Fifteen years later, Japan finds that a number of foreign workers have become permanent residents and, like Western Europe, faces the problem of how to incorporate them into society. Even the reduced demand for foreign workers during the recent recession has not decreased the foreign population, which indicates that Japan’s prosperity is not the only factor that keeps foreign workers in Japan.
