THERE are few tasks that political scientists find more difficult than writing about government at the top. The Prime Minister and the Cabinet are by universal assent more important institutions than is Parliament in the British'system; yet, for every book that exists on the Prime Minister and the Cabinet, there are a dozen on the House of Commons and the House of Lords.One problem is that it is not immediately obvious what questions would-be students of government at the top should ask. The student of voting behaviour knows he has two fundamental questions to address—'Why do some people turn out to vote and others not?'and'Why do those who do bother to turn out vote for one party rather than another?'—but the student of Downing Street and its environs does not have any such straightforward signposts to guide him.
