The 1972 UNESCO Manifesto for the Public library, although it was a great inducement for better public libraries, must be updated. Firstly because the necessity for truly pluralistic collections must nowadays be emphasised, if only to fight new and subtle forms of censorship. Secondly because the question of free access ― i.e. access free of charge ― should no longer be addressed in the universal way which many librarians regard as self-evident: in developed countries at least, a participation of library users to the budgetary efforts of the community is becoming the rule ― and for good reason too
