Since the attempt of Filon in 1902 to solve the title problem the solution then obtained was apparently not essentially improved. Present work offers such an improvement for all length-diameter ratio's larger than 0.1. The eigenfunction technique of Little and Childs is further developed into a method, such that the stress-singularities at the circumference of the end-planes can be incorporated. Presence of these singularities prevented some other methods to deliver reliable results.
