Often my response is," The instrument appears promising, but a more systematic report of its reliabil-ity and validity is needed before it is ready for publication." Why aren't these articles publishable at this stage? The answer lies in assuming the perspective of the reader.The main consumers of articles on instrument development are other re-searchers who are interested in evalu-ating an instrument for possible use in their own research. The goal of com-municating work in instrument de-velopment to other researchers is achieved if the reader can say,“I understand the conceptual basis for this instrument, how it is constructed, what types of subjects and research situations it is suitable for, and I am satisfied with the psychometric properties (reliability and validity) that have been established.” Reports that fail to provide a complete picture in these areas are not ready for publica-
