Abstract Since 1945 there has been built a detailed code of international law defining the rights of individuals against the states that exercise power over them. In 1965 the General Assembly of the United Nations adopted the International Convention on the Elimination of Racial Discrimination [ICERD]. The Committee charged with implementing the Convention, though sometimes limited by differences of approach and definition among members from various countries, has achieved various successes under the headings of standard‐setting, education and institution‐building. The Committee has now established a satisfactory system of reporting but it still operates under a series of constraints, including a lack of independent fact‐finding powers. Yet, despite these limitations, the Committee has, by its influence upon states, contributed significantly to the international fight against racial discrimination.
