LAND REFORM has been a pressing issue in Nepal since 1951, when a family autocracy was replaced by a more liberal regime seeking political reform under a constitutional monarchy. Although action taken in certain fields of land reform has had important repercussions on the traditional land system in Nepal since that date, it must be conceded that political instability and administrative difficulties have made effective and comprehensive land reform an objective still to be achieved.
