The Labour Government introduced the Smart Procurement Initiative (SPI) as part of the 1998 Strategic Defence Review. The SPI, which was re-badged early in the new millennium as Smart Acquisition (SA) to signal its concern with the whole of the equipment cycle from earliest concept to disposal, introduced significant organizational change in the Ministry as well as endorsing a range of ideas and practices. The SPI naturally focused on the apparent problems in the system it replaced as well as on trying to create organizations and processes that would allow the UK to take maximum advantage of new technological opportunities. In an age of rapid technological change, especially in the electronics, computing and information technology area, it was seen as important that the UK should not be locked into the practice of simply replacing existing equipment types with more sophisticated versions of the same thing. The thesis here is that the solutions it introduced are creating problems of their own that challenge some of the fundamentals of Smart Acquisition thinking, and in particular the notion that the acquisition of defense equipment can be conceived in terms mainly of project management. It will be shown that the definition of “the project” is remarkably difficult.
