This chapter examines the linguistic, disciplinary and practical relationships between the work of engineers and policymakers and how they affect collaborations between them. Drawing on ideas developed by Thomas Kuhn in his later explorations of the concept of incommensurability, and on work in cognitive development, the paper describes the nature of the impasse often observed in such collaborations. Highlighting the outcomes of communication breakdowns, the paper looks at the practical impacts of and potential solutions to this incommensurability, examining alternative explanations of the routes around this language barrier, and the importance of seeking such solutions.
