On the linearized hydrodynamical equations in two dimensions

(0.1) V. w--0 which describes a physically acceptable motion adhering to the outer surface of a circular cylinder and uniform at infinity [1], his" hydrodynamical paradox" has merited the attention of a number of authors, who have favored it with clarification and confusion in varying degrees. We cite particularly a contribution by CHANG & FiNN [2], in which sharp criteria are developed and in which the" paradox" is interpreted in terms of the fluid forces on the obstacle. We base the present work on a variant of that point of view, which seems to us simple and natural but which has apparently escaped notice. We intend to obtain a counterpart of the Stokes paradox by studying the problem in the context of singular perturbation theory, starting with the Oseen equations [3]
