Pavements are thought to be one of the main causes of the heat island effect as they cover wide area of cities. Therefore, new pavements, such as water retention pavements or heat shield pavements, have been developed and used as countermeasures by the central and local governments. This paper examines the effect of the water retention pavements and the heat shield pavements against the heat island effect. For this purpose, the surface temperatures and the air temperatures above of these new pavements and the ordinary ones were monitored, an accelerated loading test with loaded vehicles was undertaken and the impact of the reduction in the surface temperature on the air temperature was simulated. A previous feasibility study of replacing the existing pavements in Tokyo was reviewed. The temperature monitoring shows reductions of up to about 16 degrees C in the surface temperatures and about 1 degree C in the air temperatures. These temperature reducing pavements are more resistant against rutting as well according to the accelerated loading test. The simulation illustrates improved thermal environment for pedestrians. The feasibility study indicates that these pavements should be applied not so much to improve entire city environment as to improve local thermal environment for pedestrians.
