Such discussion identifies the particular organizational framings applied to thinking about chemical weapons within certain agencies as well as some of the absences in such a framing process. The chapter concludes that there remain inconsistencies in how chemical weapons are framed and discussed at both national and international level, and highlights issues related to the implementation of the CWC at national level.
