Under various experimental conditions in which the apical portion of the hind-limb bud is heterotopically grafted to the wing or to the flank in chicken embryos (St.21 to 24), scale as well as feather primordia form in the skin covering the metatarsus and/or the toes which develop from the implant. Feather germs form in general from the distal ridge of the scale primordia, but also from the papillae of the toe pads, or in areas of the toe skin which normally is free from scales and papillae. The feather primordia undergo development and growth identical to that of normal feathers. The following suggestion is tentatively advanced to interpret these results2 distinct sets of inductive influences reach the skin of the graft in 2 successive developmental stages, (1) stimuli arising in the deep structures of the graft, which induce the development of scale and papillae primordia in the overlying skin, (2) stimuli originating in the deep structures of the bed of the graft (tissues of the wing or the flank) which reach the graft through the intervening tissues and elicit the formation of feather germs in the skin whose normal scale pattern is already determined.
