An article with this title appeared in the April 1979 issue of Nachrichten fur Dokumentation (NfD) [1]. It is a revised and condensed version of the equivalent of a Master's thesis, written by Otto-Hermann Eisenhardt at the Lehrinstitut fur Dokumentation in Frankfurt am Main. For the benefit of readers of this journal not fluent in German, it was thought useful to provide a summary of the findings and to evaluate them. A related article was recently published in JASIS [2].
