Since the birth of Dolly the sheep in 1997, several developments have shaped human embryo research in Japan. These developments include the establishment of theBioethics Committeeunder theCouncil for Science and Technology Policy; the release of the two reports: ‘Regarding the Production of Human Individuals Through Cloning’, and ‘Regarding Human Embryo Research Focusing Primarily on Human Embryonic Stem Cells'; and the enactment of ‘The Law Concerning Regulation Relating to Human Cloning Techniques and Other Similar Techniques'. This chapter summarises and examines these developments with focus on the discussions of theBioethics Committee. It also examines the conflicts that took place between advocates and sceptics of human embryo research.The chapter concludes that although several issues surfaced during the discussions, theBioethics Committeemanaged to reach a compromise in a distinctly ‘Japanese way’. By describing human embryos as the ‘sprout of human life’, theCommitteefound an eclectic solution, in part imported from other Western jurisdictions, which allowed regulated embryo research to proceed.
