The Water Series Brazil is the result of joint work over the past years by the World Bank and its national partners. It raised and discussed key issues for solving some of the major problems of water resources agenda in Brazil. In this work, Impact of Climate Change and Projections Demand on the Process of Water Allocation in Two Bowls of semiarid Northeast, the authors present the results of an innovative approach, implemented in conjunction with the World Bank and the National Water Agency, which assesses the implications of climate change for water management in Northeast Brazil. The project has contributed to raising awareness of drought conditions in the Northeast and also discusses how stress related to climate change, combined with population growth and changes in patterns of demand for water can affect the water systems in this region. This project proved to be a critical first step in better understanding of how climate change will translate to water scarcity, and how the Northeast region, which is prone to drought and rapid development, could adapt by managing and water allocation strategies. The project yielded many useful products and tools, including a process model to facilitate most discussions of integrated water resources in planning and training. The next step includes working with decision makers on how to take into account the possible outcomes of hydrological impacts of climate change in their investment plans and future choices. The authors hope that the lessons of this project should help shape future investments, build knowledge and also enable cross-sectoral integration and institutional strengthening.
