dedicate special attention to donors’ pre-existing programs and infer their positive correlation with a successful transition. In the book’s conclusions, Atsushi Hanatani, Oscar A. Gόmez, and Chigumi Kawaguchi elaborate on the main research findings and provide, to my knowledge, the first comparative review of donors’ approaches to the two crisis contexts as well as research and policy suggestions. A commendable analytical and empirical investigation of intertwined humanitarian and development needs, the book nonetheless fails in its claim to provide a ‘theory for the continuum’. The volume offers tools for systematic and comparative analysis, but it privileges the exploration of a wide spectrum of topics at the expense of more stringent theory building. Whether the book misses the opportunity to pioneer theoretical-grounded approaches, it certainly constitutes an excellent point of departure for theoretical elaboration. Indeed, authors advance a model and raise issues, such as remote management (p. 109), relations between agencies’ headquarters and field offices (pp. 92–93; p. 192),‘organizational gaps’ (p. 92) between epistemic communities and a ‘strong community spirit’ (pp. 176–177), that offer precious inputs to academic reflection in international relations, sociology, anthropology of development and peace studies. While the book is essential reading for scholars interested in joining the debate on the humanitarian-development nexus, it also appeals to students and practitioners who will appreciate the clarity of the framework, richness of empirical materials and policy implications.
