The countries of Europe have widely varying structures and systems for the provision of health care. Emphasis differs in the balance between primary and secondary care; the provision of inpatient and outpatient services; the availability of specialized investigations and epilepsy surgery; the quality of training, audit and research; and total expenditure on health. The frequency of epilepsy and the type and range of medical problems that afflict patients are broadly similar throughout Europe, however. Despite the shared concerns of patients and doctors, the variety of medical systems are likely to produce differences in the quality of care. For this reason, the Commission on European Affairs of the International League Against Epilepsy (ILAE) felt the need to provide guidelines for standards of medical care appropriate to the whole of Europe. This article is an outline of its consensus view achieved after consultation with the European Advisory Group (representing all European chapters of the ILAE) and with the approval of the ILAE General Assembly. These guidelines represent an appropriate standard of care and are addressed to all doctors treating people with epilepsy throughout Europe as well as individuals and organizations involved in the administration of epilepsy care and its funding.
