Much research on catch-up by late industrializers focuses on mass manufactured goods. This paper analyzes nuclear power development in China to examine catch-up for a different kind of product, a “complex product system.” We argue that the most difficult-to-replicate knowledge here involves not the production of physical subsystems, but instead the ability to integrate the system as a whole. By disaggregating the capabilities behind nuclear power plant deployment, this paper differentiates between capabilities customers can negotiate to acquire, capabilities that evolve naturally in the locale of system deployment, and capabilities that remain persistently in the hands of technology originators.
