Debates on national politics, local issues, and cultural or social subjects became popular in British cities during the second half of the nineteenth century. Recent studies show that Birmingham was distinct from other cities, as its ‘civic culture’ included a network of public institutions, among which debating societies played an important role. These societies operated in an environment of public support for self-improvement, and self-improvement was indeed one of their goals, but substantive discussions were also held on a broad range of issues. This paper examines the striking features of the Birmingham debating societies of this period, and through close analysis of debates on the positions of John Bright, Birmingham MP, illustrates the dynamic process of how these debates influenced the formation of public opinion. The complex process of opinion formation within these debating societies is analysed, as well as the role these societies played in increasing civic awareness and bringing to the surface social tensions underlying the public space during this period.
