In this paper we shall explain that our theory of Besov spaces, in particular characterization by" regularization of distribution", is one of very useful tools to study boundedness of pseudo-differential operators. Adopting this method, we can improve the regularity assumption on symbols to the extreme. For example, consider Cordes' results ([4], Theorem B1);
