ONE lesson which the League of Nations never learned-at any rate, never practised-was that however good the intentions of a new political organization, it must still look to its public relations if it is to succeed. Geneva, to be sure, was crowded with correspondents covering the activities of the League. But aside from routine press releases and the issuing of handbooks and pamphlets in pitiably small quantities, the League did little either to inform the public or to enlist its sympathies. There are lessons in this failure. Dr. Hitchner discusses them in these pages. A political scientist, he is on the faculty of Coe College and has written numerous articles in the field of international politics.
