Studies on the dielectric properties of cellulose intended for engineering purposes as well as of paper and board were primarily motivated by their use as electrically insulating materials in the cable industry and in the manufacture of capacitors. For the purpose of improving the insulating properties of cellulose and paper, they are impregnated with liquid insulating compositions that fill in the pores and form a dielectric material with the required dielectric properties. Introducing high frequency and microwave techniques into the manufacture of cellulose-based materials made it necessary to determine their dielectric properties within a wide range of frequencies. Studies of the dielectric properties of these materials in the high frequency and microwave ranges were also carried out as a response to the necessity of designing and developing instruments for measuring the moisture content of paper and board sheets, inspection of their density, mechanical and dielectric anisotropy, and airtightness, as well as for defect detection, and for nondamaging checking of strength.
