An overview is presented of the issues concerning China's surplus rural labourers and internal migration through an assessment of the nature, magnitude, dynamics, and causal factors of, and policy measures towards China's surplus rural labourers and internal migration. Information is drawn from various recently published sources from China. The main issues are examined through three questions: how many surplus rural labourers does China have (including push and pull factors); how many surplus rural labourers have joined the floating population; and, what are the economic-political implications of surplus labourers in China. There are two conflicting views of the migrants' impact on Chinese society: that they will either aid the economic development of China, or prevent it from developing.
