This paper formulates a fully general expression for spontaneously emitted electromagnetic fluctuations in magnetized thermal plasmas. The formulation is based upon the Klimontovich plasma kinetic theory. Specific application is made for high-frequency electromagnetic fluctuations in the upper-hybrid and harmonic electron cyclotron frequency range. Potential application of the general formalism is discussed.
