My first meeting with Edward after childhood was at the Treasury in the office of the Chancellor of the Exchequer, Rab Butler, just after he had presented his autumn budget in 1955. It was a meeting which led to a rapport between Edward and me — a rapport in which economic policy and the way it was formed in government were our main ground of common interest. To explain how that happened, it is necessary to stand back and tell a tale.
