An essay is presented on the changing general philosophy of International Poets, Playwrights, Essayists (PEN) in the years 1921-1936. It examines the role of modernist writers in the early years of PEN, citing the critical debate on the relationship between rights and literature in the early twentieth century. It argues that the evolution of PEN forms a significant and neglected episode in the story of what came out to modernism between the wars.
