This paper addresses a series of laboratory tests in which the mechanical properties of municipal waste are investigated. In addition to the high shear strength of this material, a special emphasis is placed on the mitigation of long-term subsidence. This is because the practical usage of a closed landfill depends on the risk due to subsidence. It is shown that preloading is effective to achieve this goal. Moreover, model tests as well as numerical calculations were conducted on the behavior of a building foundation, which revealed that a piled-raft foundation combined with preloading is a good measure.
