Most ELT professionals would readily agree that assessment plays a very important part in almost every aspect of their work, from using assessment results to guide student admissions to referring to test specifications to inform curriculum design and materials development. At the same time, there is (still) a strong division of labour between specialists and teachers when it comes to the development and evaluation of assessment frameworks and instruments. One of the main reasons why this division of labour has persisted is that many of the concepts and ideas associated with assessment are presented in a ‘technical’way, often expressed in unfamiliar psychometrics-and measurement-derived terminology, and accompanied by statistical data that may not be immediately decipherable.There is, however, a growing recognition among both teacher educators and assessment specialists that this divide is unhelpful. The design and development of tests can benefit from greater teacher involvement, and where assessment is formatively integrated with teaching, there is a likely positive effect on the quality of student learning. In the past few years, language teacher education programmes (for example TESOL 2010, Domain 4) have emphasized the importance of expertise in assessment, often referred to as teacher assessment literacy. This book has been designed to make a contribution to this area of teacher professional knowledge and know-how, with particular reference to practising teachers and Masters level students in ELT. The contents of the discussion in this book take readers way beyond the practical ‘how to’level and will enable them to begin to engage with ‘Why do we have this test item?’type of questions in an informed way.
