本文分析了地方社区扩大的过程以及参与这一过程的外国基金和项目对地方分权改革的支持。得出的结论是，公共组织和领土社区的外部合作形式数量巨大。外国组织的技术、信息、方法赞助为实现政府计划的内部合作提供了动力。基于此，社区联合策略的有效性验证问题仍然存在，以增加他们的财务可能性和激活他们的合作形式。
The article is devoted to the analysis of process of enlargement of territorial communities and foreign funds and programs participating in this process of which carry out support of reform of decentralization. The conclusion about the enormous volume of forms of external collaboration of public organizations and territorial communities is drawn. Technical, informative, methodological sponsorship of foreign organizations gives to the shove for an internal collaboration with the purpose of realization of the program of the government. It is grounded, that the problem of proofing of efficiency of the strategy of communities association for the sake of increase of them financial possibility and activation of forms of their collaboration remains.
