Considered at macro level, migration from rural districts is a natural consequence of changes in the industrial structure of a national economy, i.e., the increase of the proportion of the secondary and tertiary industries in the process of industrialization. This can be explained in economic terms by the relatively limited possibility of the increment of productivity in the primary industries as compared with secondary and tertiary industries, and by the low income elasticity of demand of primary industry products.
