We construct a phase diagram for t he possible dynamics of one-dimensional, two-state, thr ee-neighbor cellular automaton rules, using a new parameter (in conjunction with th e previously known activity parameter). The new parameter 'estimates t he average sensi tivity of rule outcome to small changes in neighborhood configuration.
