The Bioenergy Agreement involves 15 participants - 14 countries and the CEC - and the Agreement covers the wide range of issues concerned with growing, harvesting and using biological materials as fuel. These include, for example; the problems associated with the effects of intensive forestry on soil nutrient levels; the economics of various forest residue harvesting techniques; the technology for gasifying biomass to produce gaseous or liquid fuels; biological conversion routes for biomass and the effects of increased recycling on the combustion properties of municipal solid waste. The history of the Bioenergy Agreement is traced and its current aims are highlighted. The paper also describes briefly the way that the work over the last three years has been structured and explains the framework for the work that has just started. (author).
