This paper presents a framework for guiding policy-makers intervening in emerging innovation systems in ‘catching-up’ countries. The process whereby the central policy issues are identified rests on the notion that there are seven key processes, or ‘functions’, involved in the formation of such systems and that these processes can be empirically studied. A ‘functional approach’ is argued to be helpful in finding ‘system weaknesses’ that can act as focusing mechanisms for policy-makers. An illustrative case from Germany is followed by an analysis of emerging innovation systems in catching-up countries, in particular Brazil, Korea and Chile.Cet article présente un cadre destiné à guider les décideurs intervenant dans les processus émergents d'innovation, dans les pays en phase de rattrapage. Le mécanisme, par lequel les principales mesures à prendre sont identifiées, repose sur l'idée qu'il existe sept processus clés, ou fonctions, impliquées dans la formation de tels systèmes et que ces processus peuvent être étudiés empiriquement. Les auteurs défendent l'idée qu'une approche fonctionnelle est utile pour identifier les faiblesses du système qui peuvent constituer des mécanismes centraux pour les décideurs. Un exemple, tiré de l'expérience allemande, est suivi d'une analyse de systèmes émergents d'innovation dans des pays en phase de rattrapage, en particulier le Brésil, la Corée et le Chili.
