In this paper, we present a stabilizing certificate dispersal protocol that tolerates transient faults and changes in the certificate system. For example, when a certificate is issued or revoked, this change may lead the system into a state where the set of certificates assigned to each user no longer constitutes a certificate dispersal. Our “dynamic dispersal” protocol eventually brings the system back to a legitimate state where the set of certificates assigned to each user constitutes a certificate dispersal.
