Discussion on statistical use of administrative data: old and new challenges

In today’s era of curtailed government expenditures, we are experiencing dramatic increase in the use of various kinds of administrative data as supplements to, or even replacements for, traditional forms of ‘official statistics’ data such as census and surveys. There is every indication that the trend will continue. Although the reasons and the experience vary across countries, there seems to be general pessimism among those in national statistics offices (NSOs) regarding administrative data: data quality is seen as low, attention to fundamental issues such as validity, measurement error, and non-response appears to be lacking, and metadata may be useless or not even exist. The attitude ‘we are being asked to deal with data collected by those not dedicated to a statistical perspective’ is common. The papers I discuss here are more constructive responses to the situation.1 Their authors identify and address particular statistical issues, and do so in ways that are very much steps in the right direction. Both were presented in the Invited Paper Session ‘Research on the Use of Registers in Producing Statistics’ at ISI 2011 in Dublin, Ireland: ‘Topics of Statistical Theory for Register-Based Statistics’ by Li-Chun Zhang and ‘Estimating the Validity of Administrative Variables’ by Bart F. M. Bakker.
