Suppose that G is a unimodular locally compact group acting on a set X with an irreducible reversible random walk µ, we give sufficient and necessary conditions for Haagerup property of G, relative Property (T) of pairs (G,H) in terms of some spectral properties about the global Laplace operator Δµ. In the case of a group Γ generated by a finite set S ,w e obtain an equivalent condition for Haagerup property of Γ, which is related to the numerical range of the local Laplace operator ΔµS.
