At present, there are lots of urban smog, urban flood and other natural disasters, urban ecological security problem has aroused attention, and gradually becomes a hotspot in research of urban public safety planning. Urban ecological security planning belongs to the one important type of urban public safety planning. There is generality to contradictory problem, such as exhausted resource economic development,the relationship between town and country,ecological crisis sustainable development etc. Each kind of ecological contradictory problem is sharpening continuously, and affects the harmonious inhabitant environmental development of a city, Therefore it is urgent to study on the method with ecological contradictory problem and ecological planning theory. This paper focused on plenty of city ecological contradictory problems, based on the extension theory and methods, and put forward urban ecological element concept and type, established extension pattern and strategy framework of city ecological planning,took the advantage of Extenics to solve the contradiction problems, tried to transform urban ecological security problem into a compatible problem, offered a new method and solution means for city ecological safety planning.
