Consider now a second geography, intimately and tightly bound to the first, in which the victim subjects of Pakistan are rendered the risky and suspicious population in which future terrorist attacks have their origins. In September 2010 it was reported that CIA drone attacks on the Pakistan^ Afghan border area had been significantly stepped up (see figure 1). At least twenty unmanned aerial bombing attacks took place during September in the heavily contested border area, considered``a haven for Taliban and Qaeda operatives... used as a base for attacks against troops in Afghanistan''(Mazzetti and Schmitt, 2010). In relation to the intensified attacks, intelligence services reported increased terrorism risk in Europe and the US, alleging``growing evidence that militants may be planning a large-scale attack in Europe''(Mazzetti and Schmitt, 2010). From October through to December, the European daily press regularly issued warnings of heightened terrorism vulnerabilities and alleged plans forMumbai-style'attacks in European cities. These threats were thought to emanate fromremote tribal areas' in Pakistan (for example, Chin-a-Fo and Roelants, 2010).
