The Orange Revolution halted an increasingly undemocratic tendency in Ukraine, but it remains unclear whether this was generated wholly within Ukraine or was in part stimulated from outside. Evidence suggests that trans-national actors, such as German political foundations, influenced this change. As norm entrepreneurs, agents of socialization and pro-active elements in the democratization process itself, they have fostered democratic tendencies over a long period, and this has had a positive influence on the development of civil society and the values needed to sustain democracy.
