The key to the conduct of city of Saint Petersburg, Russia is the culture of managerialism furthered by crisis. There is strong continuity between the old new methods of administration. Throughout the western world, accounts of city administration emphasize the democratic deficit as local political bosses move into working alliances with representatives of local interests. Conventionally the new entrepreneurialism is contrasted in local political regimes. The consistent strand is corporatism, only the city administrations have switched partners. Whereas in a state-welfare regime there were tight cabals of politicians, trade-union or other interest groups and professional officers, in the global-business regime the looser networks of politicians, city institutions, the self-nominated great and good and professional consultancies constitute the new elites. If decision-making in Manchester, a city whose problems are dwarfed by those of Saint Petersburg, increasingly centres on the leader of the Council and the Manchester Mafia who seek his cooperation, then the authoritarianism of policy-making in Saint Petersburg should not surprise. There, the managerial interest has to dominate if only to avert breakdown in the daily life of the city. Then, the unpredictability of marketized responses to these executive decisions adds to the argument for greater managerial prerogatives.
