本文从创新项目管理的初始阶段开始，对创新项目的管理问题进行了探讨，指出了创新项目与建筑工程项目相比的特点。从社会科学理论和实际业务之间的桥梁的角度来看，特别强调的是在行动中引入的软系统方法论，由彼得Checkland提出，在创新计划的初始阶段，除了使用现有的项目管理知识。
right from the initial stage when we start to manage an innovation program.In this paper, management issues relating to innovation programs are discussed, showing the characteristics of innovation programs compared with building construction projects. From the viewpoint of bridging between social scientific theories and actual business, a particular emphasis is placed on the introduction of the soft systems methodology in action, proposed by Peter Checkland, at the initial stageof an innovation program, in addition to use of the existing project management knowledge.
