Consideration of the energy dependence of the THETA-vacua suggests two formulations with P and T invariance in the presence of instantons, both of which retain the invariance when weak interaction effects in the fermion mass matrix are included. However, one of the two formulations, which does not require THETA to assume any special value, is unacceptable from the viewpoint of clustering properties.
