This paper contradicts previous findings of a lack of relationship between government spending and long-run economic growth, arguing that government spending has several opposing effects on growth. The paper focuses on one of these, 'relative wage effects,' whereby government spending reduces growth in countries in which (1) government spending is particularly human capital-intensive and (2) government spending comprises a sufficiently large share of aggregate spending. The paper constructs empirical measures of the human capital intensity of government spending for a cross-section of countries and finds evidence of relative wage effects in the countries satisfying (1) and (2).
